Brentwood Home Page news reports Brentwood and Franklin police investigators working on separate indecent exposure incidents compared notes and realized they were likely looking for the same person. That collaboration resulted in the Tuesday arrest of a City of Franklin Parks Department employee on two counts of indecent exposure and one count of stalking in Franklin, and an additional count of indecent exposure in Brentwood’s case.
Blayne Tullis, 22, of Antioch, is currently in custody at the Williamson County Jail on an $8,000 bond. He is due in court at 2 p.m. on Jan. 12.
Tullis is suspected in last week’s indecent exposure case in Franklin’s Fieldstone Farms Subdivision. A break in the case came after Franklin detectives learned that Brentwood was investigating an indecent exposure incident with a similar suspect vehicle. In Brentwood, Tullis is suspected of exposing himself while conducting a lewd act in traffic on I-65 on Dec. 27 at approximately 4:30 pm. The victim in that incident was able to give Brentwood officers a license plate number. The car is registered to Tullis, police said.
On Dec. 28, Tullis allegedly followed another victim and her teenage daughter home where he pulled up to their driveway in the 300 block of Sterling Park Terrace in Franklin, police say. That’s when he opened his car door and exposed himself to the woman while engaging in a lewd act, according to police.
Detectives have linked these cases to others. On Oct. 10, 17, and 24, Tullis followed a woman walking her baby in The Meadows Subdivision off of Del Rio Pike in Franklin, police said. On his third encounter with that victim, Tullis opened his car door and exposed himself while committing a lewd act, according to police.
In each of these cases, Tullis was driving a metallic blue Toyota Scion, police report.
Tullis was employed by Franklin as a seasonal employee in June 2010 and was hired full time in November 2011. Tullis was off duty and in his personal vehicle when the incidents occurred. He was terminated Tuesday afternoon.
“This is extremely shocking to us,” said Franklin City Administrator Eric Stuckey. “The city is very thorough in conducting background checks and nothing came up to red flag this individual during the hiring process. This behavior is intolerable and this individual was terminated immediately.”
