School board dips into fund balance

The Williamson County school board voted Monday night to fund eight cents of next year's tax rate budget request from adjusted revenues and from fund balance.

Dr. Mike Looney, county schools superintendent, reminded the board that funding the budget in this way will require a substantial dip into fund balance and that it is not a practice that can be sustained.

The County Commission's Budget Committee agreed last week to fund 10 cents of the needed 18 cents requested for the schools' 2010-11 budgets.

The General Purpose Budget is $221,646,613.

The board also approved an adjusted Capital Outlay Budget, after the County Commission Budget Committee recommended cutting that budget by half. The new Capital Outlay Budget is $3.4 million.

In additional business, the board also approved Brentwood High Phase II construction contract for $573,183 for D. F. Chase. This project includes renovation of student and staff restrooms, repair of existing walls in restrooms, replacement of student lockers and single tier lockers, repair and restoration of movable seating in Campbell Center, cleaning and painting of cafeteria and renovations to the gym.

The lowest and best bid was received from D.F.Chase Construction Company.

In the Board Chairman’s Report, Pat Anderson congratulated Assistant Superintendent of Secondary Schools Dr. Jubal Yennie, who was recently named Superintendent of the Sullivan County School District in Tennessee. He will be leaving in June.

Anderson also introduced the district’s new staff attorney Bill Squires who attended his first regular school board meeting.
In other new business, the school board:

• Approved district-wide zoning parameters including maintaining consistent feeder patterns as much as reasonably possible and maximizing the use of facilities.

• Pulled one policy, Homework, for further review.

• Approved two policies on first reading: Grading Systems and Report Cards and Credit Requirements for Graduation beginning with the Graduating Class of 2013.

• Approved four other facilities requests: a proposal for a cell phone tower on Oak View Elementary property; a change of scope request for the Support Services Building to create a meeting room; a utility easement requested by the Milcrofton Utility District; and the YMCA Fun Company Before and After School Program Facilities Utilization Agreement.

• Failed to suspend policy to act on a parent request for waiver of Board Policy 1.703.

• Approved an agreement for Strategic Plan Services.

In other action, the board:
 
• Heard from Facilities and Construction Director Kevin Fortney that the district is still looking at properties for an elementary school to relieve Trinity Elementary.

• Approved two policies on second reading including Summer School and Interscholastic Athletics.

• Pulled the Credit Requirements for Graduation through Graduating Class of 2012 policy for further review.

• Approved an editorial change to the Driver Education policy.

• Approved Federal Projects, Application and Budgets: No Child Left Behind and American Recovery and Reinvestment Act (ARRA), IDEA Pre-School and ARRA, Carl D. Perkins C&T Education Act of 2006; and Superintendent Authorizations.

• Approved school fees for the 2010-11 school year. Elementary and middle school fees remain the same. High school fees vary by course.

• Approved the high school course list for 2010-2011 as amended.

• Approved playground additions at Trinity Elementary.

• Approved recommended field trip fee requests as amended.

The next regular meeting of the Williamson County Board of Education will be at 6:30 p.m. Monday, June 21, in the auditorium of the administrative complex.
